All-Ukrainian Association of Communities together with the Ministry of Education and Science discussed the reform of specialized secondary education: VIDEO

The All-Ukrainian Association of Communities, together with Deputy Minister of Education and Science of Ukraine Andrii Stashkiv, held joint discussions on the legislative agenda of the reform of specialized secondary education.

The meeting was organized at the initiative of the Association (letter to the Ministry dated April 22, 2024, No. 171/024).

During the event, representatives of the All-Ukrainian Association of Communities from various regions had the opportunity to familiarize themselves with legislative changes in the reform of specialized secondary education and received answers to questions sent to the Ministry by the Association.

Representatives raised issues regarding the modeling of future networks of specialized secondary education institutions in mountainous regions and territories affected by armed conflict or occupation.

Additionally, among the most urgent issues were the establishment of lyceums in rural areas, transportation of students to lyceums, road quality, funding for specialized lyceums, establishment of boarding schools at educational institutions, adaptation of students to the new educational environment, selection of profiles for students, criteria for selecting teachers for new lyceums, and more.

It is worth noting that starting from 2025, piloting is planned, and from 2027, the introduction of a three-year specialized secondary education (grades 10-12), aimed at renewing the educational process, creating conditions for self-realization, and preparing for the future labor market.

One of the key tasks of the reform is to establish an effective network of educational institutions and build new educational infrastructure to ensure high-quality education and promote community development.

The current state of education leads to inequality between rural and urban schools in terms of quality and accessibility of education. It is necessary to seek common paths and opportunities for reforming specialized secondary education and discuss legislative changes that will facilitate the implementation of this reform.

Background: Starting from 2027, Ukraine introduces a three-year specialized secondary education (grades 10-12) in two directions: academic (focused on further education in higher education institutions) and professional (acquisition of a profession). The reform envisages that students will be able to choose the direction of study, subjects, and courses for in-depth study, thus preparing for a specific profession while still in school. As part of the reform, separate institutions of senior specialized education (lyceums) of academic and professional orientation will be created with a large number of students. The lyceum network should be designed to provide profile choices for students, including those from rural areas, either through multi-profile lyceums or several lyceums with different profiles within accessible distances.
